FUEL LEAKING

i got the new carb and it leaking under where the arrow is pointing
i can put my fingers under that part and it wet as heck
no it not the fuel line and yes it needs to be replaced,
what causing the leakage / 4 screws are tight

A small tear in the gasket or a small piece of dirt maybe? Also, maybe the mating surface isn't exactly flat.

there was a rip in the gasket, it was done at the assembly,where where that was, i just put in on the car this spring,
so now i have to get a kit for it

While you're at it, you might want to go ahead and replace those old fuel lines. A very cheap "not stranded on the side of the road" insurance policy...

Weber Direct sells kits. You could also make your own gasket if you have the appropriate material laying around.
