Turn dash signal indicator doesn't work

I checked the wiring diagram and it seems that the wire(light blue) which connects to the speedo guage turn signal indicator bulb is cut, that should be going to the flasher unit. Only problem is that it seems that I have two metal flasher units, one behind the ignition switch in a clamp(doesn't make any clicking sound) and another which is in the dash(clicks). There should only be one,right? Any ideas?
