Here's a picture of my ADFA. You can see where that hose connecter goes to. Not sure what it is or does.

The "what is this" hose connection is for the fast idle device for the carb. When the transmission is in 3rd or 4th gear with the clutch engaged, it temporarily opens the primary throttle plate slightly. It's an early emission control device to prevent the engine from going too rich when the throttle is closed suddenly while decelerating in 3rd or 4th gear and clutch engaged. Why it doesn't apply to 1st, 2nd, or 5th gear has always been a mystery to me. The fast idle device gets its vacuum from an electrovalve elsewhere in the engine bay, and the vacuum comes from the intake manifold.
You won't notice if it's not attached, but I would put a rubber cap on it. Being as how you are in Calif. and have to get the car smog checked, it might fail if the hose isn't connected, depending on how observant the smog tech is.

I'm going to just remove it. I have to go through DEQ, but I'm not in CA, I'm in "The Peoples Republic" of Portland OR.
