so here's my problem
dash lights on.... good
headlights on.... good
signals work exterior .... good
signal indicators on dash .... not working
horn depressed.... click of a relay somewhere.... no sound
fuel guage... on empty but at one point it would rev up an down like a tach then settled to empty (yes tank is full)
pointers on where to look/test?

Check the ground is the first rule.
Fuel sender could be bad or have bad ground.
My flasher only blinks once. Bulb may be burned out.
My horn needed some oil to start working, before it would just click. Try running 12v directly to it from the battery to check.

If your exterior signal lights all work, then your blinker control (under dash, next to steering column) is working. Does your dash turn indicator come on at all? I'm suspecting not; if not then you probably have a bad bulb. There is only one bulb, both indicator arrows light up when you have your turn lever put in left or right turn position.

the number one issue for electrical symptoms are a dirty, corroded or busted ground connections. take a weekend and do nothing but hunt down and clean and tighten ever ground connection you find on your car.
i also always suggest that a second ground strap be added between the engine block and inner fender well.
what year is your car? that determines what type of horn is standard, and where the relay is located. we can point you to the relay and to the horn if we know what year. oil for the horn is only good for AIR horns, which do not exist stock above the '76 model. find your horn and or the air compressor. apply electrical power directly to the horn or air compressor positive terminal, after assuring that the horn or compressor has a good ground. if it is an air horn, try substituting compressed air from your garage compressor. the fiat compressor will easily come apart for simple cleaning.
invest in a fuel sender, being careful to properly connect the two wires to the right terminals.

What's a garage? Is that one of them fancy things that you can put an engine on a stand in, instead of hanging it from an Oak tree?

Zitz been so cold here for so long I think algore has retired.
Also, been so cold that i've gotten zero accomplished on any sports car since before Christmas.
in two weeks GARAGE = the only place you will find me while awake and not at the office.
pay attention to how that fuel sender is wired, as one wire is for the gauge and the other wire is for the idiot light. crossing the wires makes things not work right.
