Rear lights on the Four-way Flashers

A quick question…

When you turn on the 4-way hazard lights…should the top red lights come on in the rear and flash or should the orange lights (turn signals) come on and flash?

The orange turn signals in the rear should come on, right? – but my red lights (on top) come on instead. This is a problem because when I have my headlights on, my turn signals stop working…

I’m not driving the car at night because of this.
