speedo problem

speedo problem
i believe everything is hooked up on it and i know that the cable is but its doesn't have the tube around it like my 81 had is that what i am missing? or how do you fix this?

so i got the car up on the stands today and i didn't see anything wrong underneath.. any advice??????????
