Steering Column Removal?

Looking at removing the steering colum to remove the dash. There are 2 bolts and 2 "round" bolts. Can anyone tell us how to remove the "round" bolts?

grind a slot in them with a cutoff wheel, then use a screwdriver

Thanks - I actually used vice grips and they came off easily. Now for the entire interior color change and restoration!
