Turn Signals stop with running lights/headlights

Hey guys, I know this has been brought up by others but I've cleaned every ground and still having no luck.

Turn signals all work as intended with light switch in top position, but when flipped to middle or bottom they all stop working and no flasher sound.

As far as the ground thing goes I really cleaned them and even had a wire connected to (-) terminal touching all the ground sides of the light housings to no avail.

Could it be a flasher issue?

oh and my Hazards work with switch up and down but not in the middle

It was the flasher, grabbed a new one from NAPA and everything is now working as it should. At least my grounds are all clean now.
