Wiper refill

I have been trying to find a vendor who carries 13" windshield wiper refill. I want to keep the original frame and insert new rubber.
The manufacturers that list a 13" refer to their resellers, who then say they do not carry it.

DO any of the FIAT vendors carry refills? Is there a different source/vendor?
