Looks like it might be for an electric speedo?
I pulled it from the bottom of the dash next to the steering column.

It's the "count down" box that triggers the EXHAUST light on the dash to remind you to change the O2 sensor. It triggers every 30,000 miles or so and is reset by pushing a sharp object, I used an ice pick, into the small hole in front.

It's not really part of the smog system - except as it helps the car run more efficiently. The O2 sensor tells the ECU on a fuel injected car how rich or lean the mixture is so that the ECU can adjust the injector timing. The car will run with a bad O2 sensor, but not as efficiently as it could (i.e. potentially too rich or too lean).

You could delete it if you were absolutely religious about recording when you changed the O2 sensor and changed it every 30,000 miles without reminder. However if you're not that religious it's a nice reminder to get.
