Why do I have two of these?

Started poking around on the new 71

Not sure what the wiring configuration should be here, but it looks like there are two ballast resistors in the coil circuit. Is this normal ??

Hmmmmmm, so I should only have one. Makes you wonder why the second one is in the loop. First one failed and it was never removed? How do yo test them and what should the readings be?
