Identifying a component?

Could someone please tell me what these two pieces are?

The first is located on the passenger side speaker area.

The second is located on the dash bar at the steering column. It has four long black wires with odd wiring that apparently go to the center console.

Don't know what the first item is. The bundle of "wires" is actually fiber optic light pipes used to illuminate controls (the heat quadrant for example).

What year car is this in?

The first item is a delay (relay or switch) device for the fasten seat belt light and buzzer. I changed mine 10 years ago on my 1977 spider. If the driver seat belt is not hooked up, It makes the light come on. If you don´t hook it up it will extinguish after a while. I forgot what it does to the buzzer, mine is disconnected it was too annoying.

Up to now it is still worknig find.
