Dash lights share a circuit with brake lights, t/s indicators, heater fan motor and w/s wipers. Check your fuses. Corrosion on the fuse holders is a common problem, as well as the fuse may be loose. You can clean the tongs with sandpaper and bend them in to secure the fuse more snuggly. If everything else on the circuit works then you may have a loose connection at one of the lights in the dash. The wiring is continuous so if one is disconnected, the rest won't work. The cigarette lighter has it's own fuse inline. The cigarette lighter is hot all the time so you can check for voltage to eliminate the lighter itself. Hope this helps!

if you clean your fuse posts. Make sure to undo the battery! I have heard stories of guys cleaning them with steal wool and starting a fire

See if there's anything else that isn't working and check your fuses. I don't know about your year model, but on my 72, the dash light fuse is the second one closest to the steering wheel.

Tested the fuses looks like some might have been bypassed with inline fuses but it looks like some are just hanging there . Makes me think that there is other stuff not working

Get a wiring diagram. They're life savers! Good luck tracing your problems.
