Taking off metal behind dash wood

How would I be able to get this off? I tried to pry off the pins but there's something behind them and I can't get any pliers behind it to pull it off. Is there a secret to getting this metal piece off , because I'm totally stumped! All advice is greatly appeticiated, thanks- ally

There are four rivets that hold the metal in place. Two at the top and bottom. Take a drill and drill the face of them off.
The bottom ones might have to be grinded down. It looks like the rivet goes in from the front which you won't be able to get to. You can try the drill on them to though.
