Power Window Pulley Mounting

1981. 2000. At the bottom of the inside of the door cavity is a pair of pulleys mounted on a flat bar. The cable runs thru these pulleys, as well as few others, to operate the power windows. The flat bar has 2 nuts spot welded to it. A pair of bolts screw into these 2 nuts from the underside of the door to anchor the flat bar, with the 2 pulleys, to the bottom of the door. My problem is that the holes in the underside of the door do not line up with the nuts located on the flat bar. The bar was held in place by only one bolt. So, is this bar from a non power window door? Is this bar specific to particular years of the Fiat 2000? Is it supposed to have 1 bolt ? Is the mounting different for the front of the bar? Could really use some help on this one. Rich B.
