No emissions testing on anything older than 1988 in Ontario. I forget the Quebec law but believe it's similar. Muffler shops are happy to get the work! My Ansa has a resonator about halfway back and it's a nice sound. Without the resonator, it might be a little raunchy. I had a Stebro originally (years ago) and it was very raunchy. You should be able to find a suitable straight pipe/bypass arrangement through Midas or similar. If you want to do it yourself, take lots of measurements and go to NAPA or Partsource.
