140HP is possible. One thing to keep in mind; there is pretty much no bolt on power for these old engines. Performance parts do not fit together like they may for modern engines. Just about everything requires fitting, adjustment and/or minor alteration. Paying someone to do it gets very expensive. Then, there is the fine tuning; cam timing, ignition timing curve, carb jetting etc.
Before I started my build, I asked for a price from a well known Fiat engine builder to do the whole engine. $12k. I thought that was expensive. So I did almost all the work myself and ended up just about at the same price, spending some $$ on special tools etc.
This is where I would start:
4-2-1 header
40/80 cams
single plane intake manif
Weber 32/36 DFEV carb
This could get you to over 100HP without upping static CR, assuming the rest of the engine is in good shape.
