The repair manual says the pinion rolling torque should be 14 to 17 inch pounds. I only have 7 inch pounds. Is it ok to tighten the pinion nut to obtain at least 14 inch pounds? I have the axle out of the car.

You need to balance the rolling torque spec with the contact pattern.
If you have the pinion drawn in too far to achieve your rolling torque setting your contact pattern on the ring could be off.
