Easiest way to remove fuel tank and clean out the gunk? Does it come out from luggage compartment or from underneath? Can it be cleaned properly while installed in the car?

It comes out through the trunk, you undo the four 13mm bolts, all the hoses, and it lifts out. It needs to be mostly empty.
But new tanks are cheap enough that you may consider replacement:

Well, it has to be replaced. No cleaning this tank. The fuel sending unit was rusted to bits. No way this tank is going back in the car.
