Removal of panel below rear turn signal

Folks, last weekend I installed Chrome T Bars (similar to VW style) in front and back to replace the bumpers and gain cleaner lines on the car. The front ones are nice and secure using spacers. In the rear on the Drivers side I drilled the hole in the T Bar slightly bigger than the bolt giving some sider to side travel. I'd like to put spacers in to secure the rear T bars. Two questions: 1. There are some screws (about 3) and a bolt on the inside of the wheel well that indicate you can unbolt this panel. Is that correct, can you unbolt the panel. 2. If I unbolt the panel does it give me access to the inside of where the bumper shock would have been to secure with spacers the T-Bar?

The panel I'm talking abut I think is called the Q panel:

Seems to me that if that panel comes off pretty easy I could use some 1" it 1.5" rubber block to wedge and secure T Bar. I also like the idea of looking back there to see if any rust is hidden. I think it is the only area of the car I have not inspected. Open to ideas.

I replace mine with ABS. The body man told me it was weld but the new ones will be bolt. I should go Friday and take a picture of the underneath if the part is not install and i'm pretty shure it won't be...even if the body was suppose to be ready months ago... :roll:

Yes the panel does come off!. The rear part where it joins the lower valence usually has sealant on it. It gives you maybe 60% access to the shock mount

Thanks, the picture helps me understand what is going on. Hopefully no glue or adhesive used to secure that panel. Just screws and a bolt.
