Fuel delivery issue

Hi and thanks in advance. I have a 1978 spider with a basically stock recently rebuilt (35,000 miles ago) 1800. The only upgrade is two years ago I replaced the adfa with an empi 32/36.
The problem I'm having is while parked with the engine off I get a healthy shot of gas down the primary while pushing the throttle. But with the engine running and the throttle pushed that steady stream is a dribble. I recently took the car out of winter storage and after doing the usual oil change etc it ran fantastic for two days before developing an occasional hesitation which quickly got worse, to the point where the car is undrivable. The things I've done/checked so far:

Timing - 5 degrees
Dwell - 56
New fuel filter with return line
Cleaned idle, primary, and secondary jets
Tried driving with gas cap off
Shot Sea Foam through a bunch of carb passages
Checked accelerator pump diaphragm for gunk/tears

Like I said above with the engine off there is a strong stream of gas while engaging the throttle, engine running a small dribble. Any ideas?

I forgot one more thing. The vacuum ports are capped on the carb.
