Whats more likely to need replacement first...

Upper and lower ball joints or upper and lower swing arm bushings?
I'm putting new shocks on so I'm thinking that while I'm at it.

If boots are untorn on ball joints I would go with bushing replacement if you only had to pick 1.

But IMO the answer to your question the ball joints are most likely to wear out first. They see a much greater range of motion on a regular basis.
Why not do both while you are there? Also, I would recommend if you just do the ball joints then buy replacement ball joints (cheap and easy). If you are doing both the ball joints and the bushings consider buying loaded replacement upper and lower arms. Pressing the bushings in and out can easily damage the arms and is not a job to be done without the proper tools like a good hydraulic press.
