RPMs and braking

Just wonder if any one has encountered this problem. I can t figure how they are related. I have recently been having an electrical issue with the A fuse. I have been trying to track it down and believe the problem to be in the steering column. The thing is that when I pump the brakes the RPMs go up. Why would this happen.?

Leak in the brake booster diaphragm or idle solenoid kicking in to prevent stalling during hard braking.
