New Rotors/Discs, new Pads?

Hi, I am in the process of buying new rotors/discs for all four wheels. Now, paperwork that I have read says that the disc pads must/should be changed with the new discs. I purchased new TRW brand pads only 2000 miles ago for the present old rotors/discs. Now, I do understand the reasoning of new-on-new, but, is it an absolute necessity, or will the current pads "bed into" the new discs? Perhaps a few unwanted noises might be there while the bedding in is in progress, but what is your opinion? I do understand the importance of safety, but trying to rein in the budget also has to be kept in mind.

Thanks Steve, I don't believe there will be any dishing of the disc, but a quick check of the pads on a pane of glass will reveal all. Thanks, as always.
